Red Perch’s lumpia, aka Filipino egg rolls, are made of deeply spiced ground meat and shrimp stuffed into a crepe-like pastry skin and deep-fried. They’re wrapped as tight as Kramer’s cigars — no small feat when you consider chef Cameron Payne stands a full 6 feet tall and has hands to match. Most of all, they’re bite-size, which makes them endlessly poppable, especially when dunked in the side of sweet chili they come with. Sweet, salty, spicy, crunchy goodness.
