"What's the first question a governor should ask about any state program? Well, how about should a state even be doing this?"

That's a great question. Here's another one: Should Tennesseans vote for somebody for governor who doesn't already know the answers? Bill Haslam should have bothered to figure out some of this before he decided to run. Instead, he repeatedly has refused to say what programs he might cut. It ought to be a deal-breaker for voters. Too bad Haslam's opponent isn't giving many more clues as to how he would govern.
