Two issues that have dominated American life over the past year are policing and immigration, and At-Large Metro Councilman Bob Mendes has been right in the middle of both — from pressing the Metro Nashville Police Department for a response to racial discrepancies in traffic stops and searches to sponsoring a bill to limit Metro’s cooperation with federal immigration authorities. The latter bill was ultimately withdrawn, but it showed where he stood and provoked important debate. Free from the constant flow of zoning and other district-level concerns, at-large council members can direct their efforts toward broader goals. Mendes has done that. STEVEN HALE
