Well it is certainly possible to shrink the budget without cutting services.
Because the only services that count as REAL services are those that are being provided directly to the specific individuals who are actually paying for them in taxes.
Everything else is merely a transfer payment - not a service.
Yes, the reporting is correct. I will be calling for lay-offs (maybe everyone in state government, I haven't decided yet). But not to worry Big Orange Fans. UT football will still have the largest recruiting budget in the country. It's the least I can do for the salt of the earth Vol fans who pilgrimage to Neyland Stadium on game days!

Sounds like someone dealing with reality to me. When your my income goes down I don't continue to spend more. We need more common sense like this in government.

I recall reading somewhere that UT football was self sufficient. It generates enough revenue to cover it's expenses.
