Doing what the Mayor wants will be the
vote of 25-29 members on every issue on
tonight's agenda. Many on these are in
their 2nd term and don't have to worry
about re-election and the remainder know
the odds of challengers seldom winning
against the money and incumbentence.

taxpayers 0.
