A section of a city, esp. a thickly populated slum area, inhabited predominantly by members of an ethnic or other minority group, often as a result of social or economic restrictions, pressures, or hardships....Medicaid, of course, is a very popular social program that makes health care available to something like 60 million people. Yes, by all means let's publicly stigmatize the tens of millions of people who can't afford health insurance in Lamar Alexander's America. That'll fix our nation's pathetically inadequate health-care system.
Any mode of living, working, etc., that results from stereotyping or biased treatment.

Bruce, he doesn't really mean that. Come on man, play along. He was on Fox! A Republican has to talk like that on Fox. Otherwise, people will say he is BFF with Al Franken or something. If he went on NPR or The News Hour with Lehrer, he would have said something more intelligent, because teabaggers don't pay any attention to those. And he has to make sure he keeps the Teabaggers from openly talking about running Marsha against him in the next primary. I'm sure you understand now.

I fail to see a single reason in the whole world why I should care about a socialist program like Medicaid or the lazy layabouts who take advantage of such government handouts. If you can't afford health insurance, that's your problem, not mine!

With a little editing perhaps you'll understand what he may have being trying to communicate:
