Karl Dean Will Have to Find Something Else to Run

The numbers are in, and to what will likely be a lot of people's surprise, Metro public schools have met the "adequate yearly progress" (AYP) requirements under federal No-Child-Left-Behind rules for academic performance based on standardized test results released today by the state education department. This is the first time in six years that AYP goals have been met. The school system now moves from "restructuring" to "improving" status, and the immediate threat of a state takeover that might have put Mayor Karl Dean in direct charge of the system is averted.

The system technically made AYP because, according to The Tennessean quote:... " disabled students, students just learning English and impoverish students -- improved scores by 10 percent or more and graduation rates improved over last year" even though overall scores were not AYP sufficient. Was this analysis also used in the previous years or were the rules changed or interpreted differently when the TDOE was in charge?

The safe harbor provision (that you can make AYP by showing progress rather than meeting standards) is not new. So this is not just a new loophole (loophole, yes- new loophole, no). I'm looking through everything they released to do a more in-depth analysis.

And do you have access to previous years numbers to see if the same standard has been applied consistently?

I guess "improving" is a start with this new massive rebuilding effort...Achieving Excellence for Metro students. Let's not forget this is Metro's first time in 6 years in meeting NCLB requirements.
