Morning Roundup: House and Senate Take Up Dueling Budgets Today

The House and Senate could consider dueling state budgets today. ... The House budget plan calls for more spending than Gov. Phil Bredesen wanted. ... House Speaker Kent Williams:
"It's a responsible budget. There are deep cuts in this budget. Even with the deep cuts, I feel it's a compassionate budget. We have added some dollars back ... in the areas we feel like are essential."
Bredesen says he's urging Mayor Dean to think about taking over Metro schools. ... Officials say MTSU needs new education building. ... Rep. Gerald McCormick bad-mouths Bredesen in hometown speech. Mike Turner and Beth Harwell debate her bill to expand charter schools:
Turner: "[W]hy can't all public schools be like magnet and charter schools? Why do we keep creating opportunities for a select few students and not all children of Davidson County and Tennessee? This is what plagues me about this charter-school bill and what has driven me, along with many members of the House Democratic Caucus, to oppose Rep. Harwell's bill."
Harwell: "Our traditional public-school system is working for some kids, but not for others. Charter schools can salvage these children, who deserve every opportunity. Charter schools can offer parents options to provide their children with an invaluable education -- and encourage them to not only graduate high school, but go to college."

"Why can't all schools be like magnets and charter schools?" is such a tired, old mantra and excuse to block innovation. Why can't all students be high achievers, why can't all state legislators be well-educated and tolerant, why can't it be a beautiful day, everyday?
