Thunder is crackling outside the dungeon-like Legislative Plaza. Inside, legislative leaders are at each other's throats over the state budget. A few minutes ago, House Speaker Kent Williams accused Lt. Gov. Ron Ramsey of caring more about raising campaign cash than carrying out his duties in state government.
"He's not here," Williams says of Ramsey. "He's got three fund-raisers tonight and that's a little more important than state government."

Williams says Ramsey's absence is hindering House-Senate budget negotiations. Ramsey gubernatorial campaign spokesman Brad Todd responds:

"Tennessee Republicans are well aware that the lieutenant governor is leading the charge for the conservative principles budget in Nashville. Nobody is doing more to bring some responsibility to Tennessee's budget than Ron Ramsey. As far as fund-raising goes, his fund-raising calendar has been state by state campaign finance laws and regulations that have put him at a disadvantage for the time being."
