Morning Roundup: Senate Republicans Defend 'Draconian' Budget

Sen. Jim Kyle threatens to make Republicans vote item by item for their budget proposal. It cuts $62 million for solar projects, $12 million in social programs ranging from HIV/AIDS to infant mortality, and bonds for new bridges and university buildings. Kyle: "I intend on each of the draconian matters on having a separate vote on each and every section." He calls it "a stunning development." ... House Speaker Kent Williams dismisses it: "This is an example of why we need pre-K in Tennessee," and House Democrats vow to attack it. GOP leader Mark Norris responds:
"When people talk about going out and adding new programs and building new buildings they are living in the past."
Republicans endanger the future of the governor's pre-kindergarten program by shifting $22 million to the "non-recurring" budget category. Finance Commissioner Dave Goetz says that move "stands out" as the biggest administration objection. ... There are $67 million in "contingency" cuts including $6 million in diabetes grants. That money could be restored if the state meets revised revenue figures for the rest of the current fiscal year. ... House floor fight today on charter schools! ... The "Davidson County Young Democrats' Rising Star" is running to unseat Mary Pruitt. ... Harold Ford Sr. will hold fund-raisers for Cohen. ... Another unknown Republican is running against Tanner: "I'm tired of yelling at my TV set." The Commercial Appeal thinks he's "credible." ... TVA plans mini-nuclear reactor for Tennessee. ... Bass Berry & Sims lays off 32 employees, including 10 lawyers. ... As the legislature careens to a close, the governor is taking his lumps. Jackson Baker comments. ... Gail Kerr just wishes they'd go away:
If you are visiting Nashville from points far away, for the CMA Music Festival or en route to Bonnaroo, you may come across a group of frazzled men and women in suits who have not seen the light of day since January. Be not afraid. They are called legislators. They do bite but are generally skittish around real people.
