Man Accused of Going Pervert on Boy at Hospital

Is it possible to look lecherous?

Local scumbag Michael Wayne Moore, apparently a 44-year-old member of now-disbanded North American Man/Boy Love Association (not really, but maybe), has been caught again. According to police, he approached a 15-year-old boy in a hospital waiting room and offered $100 for sex acts. He then proceeded to touch the kid in not-cool ways and lift up his shirt. The smart young man got up and immediately reported Wayne's proposition to hospital staff, who called police.

Wayne has a history of sex crimes, which includes an aggravated rape in Putnam County in 1990, for which he received 20 years. He's now charged with sexual battery and solicitation of a minor. Wayne also didn't notify authorities of his new digs, so this would also be his third violation of sex offender registry requirements.

Back to prison with Wayne. And probably for some infuriatingly short amount of time. What I wonder is: Would chemical castration of these repeat offenders, in the interest of public safety, be a human rights violation? I know Texas has such a program (the only of its kind in the US, I think) but it's strictly on a voluntary basis.
