How It Works

Nashville's legislative body consists of 40 members (five at-large members and 35 district representatives) who serve four-year terms. All newly elected terms expire in 2007; elections will be held in August 2007. Council meets at 7 p.m. on the first and third Tuesdays of each month. Meetings are held in Council Chambers of the temporary City Hall at 225 Polk Ave. (while the Metro Courthouse undergoes renovations). Meetings are open to the public. The first meeting of odd-numbered months is specifically for public hearings on zoning bills. Agendas for the meetings can be picked up at Metro Clerk's Office, Suite 101, 225 Polk Ave., or found at www.nashville.gov.

If you can't attend council meetings in person, you can follow the proceedings as they are broadcast live on Channel 3, the Government Access Channel. You can catch the meetings yet another time when WNPT-Channel 8 rebroadcasts them at 10:30 p.m. the same evening.

Bills and Budgets

Bills: Proposed ordinances must be filed by council members and are then read at three council meetings. Council votes on the bill and must pass it before enactment. While the mayor has veto privilege, council can still end up with the last word by overriding the veto with 27 votes.

Budget: Each spring the mayor gets together with Metro government department heads and starts putting together numbers for Metro's budget. Hearings are held and a preliminary budget is determined. This budget must be filed with the Metro Clerk by May 25.

Once the preliminary budget is filed, Metro Council studies the budget and makes any adjustments it deems necessary. Council works on a strict deadline; the final budget must be approved by midnight June 30.
