The Tennessean reported that the city's brawny top cop has started a new catchphrase, "boo boo lip," that apparently refers to governmental whining and buck-passing. (Sample usage: "We're not going to boo boo lip.") Deputy Mayor Bill Phillips even told reporter Gail Kerr with a straight face that department heads are now slipping "boo boo lip" into everyday conversation.
