      <![CDATA[Perhaps, but the practice of stripping the most motivated students out of the public schools creates a hole that longer days and other small changes cannot fill. Students who struggle benefit from seeing other motivated students succeed.

      <![CDATA[True enough, Min, although KIPP also does some other things (like extending the school day) that traditional public schools could also do -- and are doing in some places.

      <![CDATA[Min is right. You can argue about whether the cost of operating charters is "very expensive" or merely "expensive," but no matter how you slice it, charters take money out of the public system at a time when money to operate that system is already tight and gets reduced every year.<br>
<br>
And so what if the local board has the power to reject charter applications because of "negative fiscal impact," when an appointed board always has the power to overrule them for whatever reason.

      <![CDATA[The assertion that state-authorized charters will "drive us off the fiscal cliff" is simply not true. Simply reading the law should make that clear.<br>
<br>
As Ms. Frogge knows, under the current law -- which this amendment doesn't change -- there is a provision for rejecting charter applications because of "a substantial negative fiscal impact" on the local board of educaton.
