I, fortunately, was never a victim of rape while in the military, but there were many of my fellow women veterans who were.

Not to defend a rapist by any means (I think the DP should apply, IMO), many commanders are faced with a "he said-she said" situation. Whom does a commander believe when there's not much physical proof & MP's in the field don't have the evidence kits available that civilian cops often do.

Tough situation all around, IMO.
