Which had/has NOTHING to do at all with CA cities' going bankrupt. It has been a varying combo of bad management, poor fiscal planning & Dims spending $$ like drunken sailors on shore leave.

The eligibility of ILLEGAL aliens for welfare & unemployment has further drained most of these programs of options as well.
