At the time she sat on the board, school boards had, as one of their statutorily assigned duties, the duty to hold hearings to terminate tenured teachers, and they had held that duty since the tenure law was inacted in the 1950's. If she didn't want to do the heavy lifting of being a member of the board of education, she shouldn't have accepted the job.

Yes, Kay was appointed to the School Board by the Metro Council. And while you have every right to ignore her opinions on education, to suggest that her perspective on the process of removing teachers does have merit.

My Mother taught for 15 years in KY, 25 years in TN and then substituted for 14 years until she passed.
