"...Just before the dust-up, the House passed a bill to phase out the inheritance tax by 2016, which will lighten the burden for less than 1,000 Tennessee estates. Soon after, they passed the grocery sales tax cut, which will save just 25 cents out of every $100 spent on food, hardly lightening the burden for around 6 million Tennesseans who eat."

The information about where the benefits of both the inheritance tax and grocery tax cuts are going is explained as thus: the inheritance tax cut will eliminate $100 million dollars of State of Tennessee revenues; the grocery tax will cut $22 million dollars of State of Tennessee revenues --- meaning that the grocery tax could have been cut to as low as ~4.5% instead of the GOP favored 5.3%...
“There would be so many changes that will have to take place and quite honestly I don't think part-time directors will be able to do it.” -- Tennessee Regulatory Authority Chairman Kenneth C. Hill.

Perhaps TRA Chairman Kenneth C. Hill would care to explain how he was not working as a part-time Tennessee Regulatory Authority Director during 2009 (Hill was first appointed to by Ramsey and approved by the Tennessee General Assembly during January 2009), when he stated under penalty of law within the IRS Form 990s 'Return of Organization Exempt from Income Tax' that he was working average 60 hour work weeks as the President of his Bristol based, 501(c)(3) tax exempt Appalachian Educational Communication Corporation, received $36,000 working as Vice President of the Southwest Radio Church of the Air, etc.:

So how much more of the Tennessee grocery tax would have been cut if the total amount of the inheritance tax passed by the TNGA House Republicans had been instead totally allocated toward cutting the grocery tax rate (not mentioned within this article but I am sure that it could be gleaned from the fiscal notes for these bills)...
