I refer to Banks' tenure with the mayor's office. Anyone who has dealt with that office knows how ineffectual it is, due to the fact that it seeks to distance itself from all of the entities it oversees.

If Banks was not a rising Democratic star, why was his name being prominently mentioned as a candidate for the State Senate in District 20 this year? Don't get me wrong, both parties work to cultivate rising stars and Banks, with his Harvard degree and pastor wife and his brains and personality, had the right qualities.

Clearly Todd's action was worse. But he is not running for re-election so he is out as soon as the 2012 elections are over while Banks will be around until at least 2015.
