      <![CDATA[The $16 million required to pay for the land is in addition to the $14 million already paid. This does not include an unknown risk for claims still in process for two other properties that the convention center sits on.<br>
<br>
$15 million or about 2.6% contingency on this large a project before detail design is finished is irresponsible in any construction industry.
