•The fee for a marriage license is $99.50. However, license applicants who have completed a premarital preparation course within a year prior to the date of application for the license are exempted from paying $60.00 of this fee.

So was I, but this is indeed a legit issue. Even seems to me public officials out to be specifically prohibited from accepting gratuities, even actual gratuities freely given, and certainly payments that are virtually required disguised as gratuities.

Here's what I found, Tenn Code:

"Any gratuity received by a county executive, county clerk or municipal mayor for the solemnization of a marriage, whether performed during or after such person’s regular working hours, shall be retained by such person as personal renumeration for such services, in addition to any other sources of compensation such person might receive, and such gratuity shall not be paid into the county general fund or the treasury of such municipality."

Giving the fact that you are charged a 25% "gratuity" at a restaurant for large parties then I guess its easy to get confused.

And in a preemptive strike of my own, restaurant staff are underpaid as a general rule and I firmly believe everyone needs to work with the public at least once in their life. But I will say this a restaurant should just call it what it is....a large party fee and be done with it.
