      <![CDATA[Off Budget Enterprises: you have to just swallow your pride and accept them as a way corrupt cities' leaders get around rules put in place on governments.<br />
How else do you expect six-figure-salary public "servants" to get jobs? Why would you expect a government with its own administration,engineering, planning, finance, and purchasing functions oversee things when they can have a shadow government do it for twice the price and without all that nasty sunshine?
