When you have a progressive income tax, you set it up similar to the federal income tax in which the more net income you make, the higher percentage of tax you pay. In this way, lower income people who are just trying to get by will be able to use all, or more, of their income to survive, and maybe even buy new things once in a while and actually help the economy.

When you base revenue on sales taxes, first that means that everyone, regardless of income, pays the same amount on each item. Second, that automatically means people with lower income spend much more of their income on taxes, and that's what makes a sales tax regressive. I never hear anyone mention that it takes a certain amount of income to lead a decent life, and too many lower income people are getting too much of that taken away by sales taxes.
