If you bully some one to the point they *kill* themselves, then you *are* a criminal!
Better yet, let's charge the *parents* of the bullies. That would, at least, make more sense than blaming the parents of the victims.
Hey, kids don't raise themselves. If you raise a bully, maybe you would actually do something if you knew you would be held accountable.
