The bill does not say the state cannot be sued. It just says you can’t use state funds to sue the state. Any county or municipality would have to use their own tax revenue from property taxes, sales tax, etc to fund a lawsuit. As a practical matter this won’t have any impact as all a county has to do is to play with their budget and shift funds around.

One point I did not see in this article nor in the responses, is that the current BEP funding structure is the result of a lawsuit brought and won by the more rural counties several years ago who argued that they don’t have the sources of revenue of a more urban county. As a result more state funds were required by the court to be allocated to rural counties. This is an issue where no one will be happy with the result.

Well, it's always a sure bet that Betsy Phillips will seize any opportunity to inflict trashiness upon others in whatever way she can wrangle, while bragging about the hypocrisy of her family. I would venture that most preachers and their families have profited from their attempts to brainwash people with stuff they don't even believe or follow. It's an easy living but not an honest one. The wives often tire of the lie and leave, in my experience and observation.

There seems to be an epidemic of such threats with all the schools in the mid state area being effected. Williamson County, Jackson County, MNPS; perhaps they are related, perhaps they are copy cats. It must be stopped. It was reported that the FBI was now involved.
