It's from a little later (ca. 1880), but look at Ft. Negley, and the large blocky buildings at the foot of the hill between the fort and the river (and the rail line running diagonally among the factories). I'm thinking the block building in the near ground in the mystery pic would be about where the Adventure Science Center is today.

That data is before ACA, as well as a Medicaid rate increase that went into effect in 2013.

As a followup, I do know that according to one provider nursing home association, Medicaid programs on average cover 88.3% of allowable costs - that's not even all the costs of doing business, just what they consider to be covered under the program. Medicare subsidizes the ability of the nursing homes to continue to provide services to Medicaid beneficiaries.

You cross reference those two.

You will need to find a chart of Usual and Prevailing Charges (which I have but can't upload--they are available online, though) to compare that final number to. Usual and Prevailing Charges is the full price the doctor charges for services. It is not the negotiated charge paid to doctors by insurance companies.

thanks for doing this--at least one local publication mentioned the Battle of Nashville today. I'll bet Jim Hoobler at the Tennessee State Museum could solve this mystery. My guess is the soldiers are standing on Capitol Hill and while they are looking toward the battle, the view behind them is to the north ie Germantown and the line of hills you see on the horizon in the distance is across the river. The railroad runs below them where the beginning of Bicentennial Mall is today. Hard to tell but that large house in the distance could be the Buddeke home (?)

@the problem: Cops don't go out looking to shoot black people. Heck, they need black people. Without black people two thirds of the big city cops would be out of a job because there would be no need for so many cops. Sad but true.

I'm thinking that the outer line of tall trees is the Cumberland River, and this may be looking North from Fort Negley towards the river. There is a RR crossing the line of sight there and I'm thinking that what you have as puffs of smoke may be from residential chimneys, not campfires.
