Jesus addressed the needs of the poor and unfortunate; it's doubtful he thought of the lazy as being "least among" us. Paul addressed the lazy. As for Lenin, he was declaring all citizens to be slaves to the state, an idea that always rings positive in the ears of liberals.

As an FYI the comments to the Chronicle article indicate this occurs with other states, too. It appears that the potential fee to TN is much higher than most. The comments also say that some states charge out-of-state colleges money to send emails to residents of the state.

That doesn't excuse the blatant money-grab from the government.
